Inside Public Administration (The Polytechnic, Ibadan); HND 1 Wins First Inter-Level Speech Contest in Grandstyle

"I thought the Press Council Chairman was playing a prank on me when he placed the proposed topic of this contest before me. Thinking maybe he had to draw out that from what I have always been saying that, "all administrators are leaders but not all leaders are administrators". "More so, I even wrote it at the back of my theories of administration and management textbook".





"Currently in Nigeria, all administrators are leaders but unfortunately not all leaders are administrators", said Dr. Mrs R. A. Akinseye. The Head of Department; Public Administration; The Polytechnic, Ibadan while giving her welcome address at the first 2021 HOD'S Inter-Level Speech Contest. 


She further affirmed that as an administrator, you are a leader everywhere you find yourself.


It was a moment of academic discourse, presence of dignitaries, intellectuals, media personalities and atmosphere of glee at the 2021 HOD’s Inter Level Speech Contest (first of its kind) organized by the NAPADS Press Council in conjunction with the Executive Arm of (National Association of Public Administration Students' TPI. The event held on 8th June 2021 at the NAPADS Hall was full of overwhelming knowledge as it involved 3 levels of the department (ND 1, HND 1, and HND 2) excluding the ND 2 class.



The prestigious program which came on stage at the HND 1 class (behind PAD hall), Department of Public Administration occupied the presence of dignitaries, lecturers, media personalities from Agidigbo FM (Campus 360 program), and also the presence of the panellists from all walks of life.

The speech contest which is aimed at improving students’ likewise help students to show their potential and motivate students to work hard, eli


minating fears and improving their oratory and intellectual prowess.


The Editor-in-chief of NAPADS Press/Editorial Board, Comrade Gbolagade Ayobami Sunday in his welcome address, appreciated the management of the department for their support, the Executives, the Students leaders that were present as well as the effort of Agidigbo FM to grace the occasion.


Comrade Ayobami also appreciated the presence of each panellist, friends, observers, as well as all students of NAPADS, TPI for the time, sacrificed to be present. "Academics is beyond the four walls of the classroom", he concluded.



According to the moderator, Mr Faozy O. Gazaly, for this department to have leaders at the faculty level, SUG level and even the institution’s Press Council, indeed shows that all administrators are leaders. 


The topic: ALL ADMINISTRATORS ARE LEADERS BUT NOT ALL LEADERS ARE ADMINISTRATORS.

The various contestant that came out of various levels to represent came out to enlighten us based on the topic and they gave us all they have gotten and they spoke well.






Before the speech (by each contestant), Mr Kabir (from UI), a member of the panellists gave a brief highlight on the modus operandi of the contest and the basis by which each contestant will be graded, starting from dressing, subject matter, stage management and all.


"Philosophically, when I saw this topic, I said it’s an assertion that demands for a straight answer and which does not need any point to be proven, by on getting here while discussing with some colleagues, I have to feel it’s good to have variables by one could reach that assertion discussed and on that note, he expected all contestants to have made a frantic research to give a wonderful presentation", Kabir said.








Without any delay, the presentations started at a go.

In his remark, the Staff Advisor of the NAPADS Press, Barrister Diekola O.J. "I’m impressed by the performance of this gathering and like I always say, learning does not end in the four walls of the classroom". Barrister concluded by commending the effort of NAPADS Press for organizing this. He then applauded the ND 1 participants categorically for the courage to turn up and speak in front of a large audience. Likewise, Mr Ganiyu Akeem, Mr Y.B Wahab, Media Personalities from Agidigbo FM also gave a brief speech in reactions to the contest.


However, a certificate of recognition was presented to dignitaries who graced that occasion.

Announcing the result, the Chief Judge/Panelists approached the podium to discuss to the audience how they arrived at the winner of the Contest.






According to Mr Olanrewaju Ayorinde, "after an assessment of the necessary parameters, contestants from HND 1 came first with an aggregate grade point of 94.25%. On this stand, one of the contestants from HND 1, Adesogbon Daniel was accorded three distinct certificates which include a certificate of the first position, best orator as well as that of participation, likewise, his colleague, Esther also received her Certificates. The second position/first runner up goes to the HND 2 contestants, Comrade Soretire Bukunmi and Comrade Opoola Ibrahim as they were able to secure 88% grade points. Likewise, the ND 1 who emerged 3rd position also had their certificate of participation as they had 87% as their grade performance.
